(Filings per year)
Foreign investments filed for U.S. security review (CFIUS). 3 series: Notices, Declarations, Notices investigated. Latest, 2025: Notices 207; Declarations 140; Notices investigated 114.
Counts of filings, by the year filed: full notices, the short declarations available since 2018, and notices that went on to a full investigation. Before 2020 only a narrow set of deals could be filed as declarations, so 2018 and 2019 are not comparable with later years. Few filings end in a presidential block (two each in 2024 and 2025); more are withdrawn, 58 during investigation in 2025.
Classroom exerciseCFIUS says about 28 percent of the notices filed in 2025 were withdrawn after an investigation began. Using the chart's data, compute that share for each year since 2016, and count the presidential blocks over the same years. Why might screening work more through withdrawals and mitigation than through blocks? Teach page
